I was reading the flying chart locations for 2011 and when reading the #1 sector copied below my question is, because it is in the NE for 2011 It says to enhance the west for luck. So is this just a mistake or correct?

oh yeah, i saw it too....didn't notice it at first....can somebody clear it? is it a typographical error or enhancer for #1 star should really be placed in the West? moderators please..........
